ARNIS PHILS.-BAC/NEG REGISTRATION STARTED

The first meeting for the year of the Arnis Philippines-Bacolod/Negros Occidental Chapter was held last January 20, 2008 at the Apollo Chinese Restaurant, Cuadra St., Bacolod City. Presiding the meeting was Atty. Col. Grandmaster Marcelo C. Jalandoon, Ph.D., the duly appointed and only authorized Coordinator of Arnis Philippines (ArPi) for both Bacolod and Negros Occidental by ArPi President Raymond S. Velayo.

Secretary GM Cardinal reported to the body that as of date, 4 member organizations of Arnis Philippines-Bacolod/Negros Occidental Chapter had already submitted their requirements and fees for membership for 2008 to Arnis Philippines Headquarters. These groups were the Negros Occidental Baston Federation (NOBF) of Atty. Col. Grandmaster Marcelo C. Jalandoon, KaliSilat Arnis Association (KAA) of Grandmaster Danilo “Danny” Cardinal, IFFMAS Arnis of Master Elmer V. Montoyo, and Black Mamba Arnis of Master Dominador “Jun-Jun” L. Villaluna.

Affiliated schools under IFFMAS Arnis are Conceptual Martial Arts Society (CMAS), Inc. of Founder/Master James U. Sy Jr. and Founder/Master Narciso “Hansy” L. Alojado, Negros United Fighting Arts Academy (NUFAA) of Founder/Grandmaster Jose “Joe” Mancesa, Original Filipino Tapado Long Stick Fighting Association (OFTLSFA), Inc. of 1st Generation Inheritor Grandmaster Benefredo “Bebing” M. Lobrido, Philippine Integrated Martial Arts Academy-Filipino Tang Soo Do Association (PIMAA-FTSDA) of Founder/Master Elmer V. Montoyo, Sacred Ki Art of Filipino Foot Fighting (SKAFF) of Founder/Master Ricardo P. Filipinas, and Tribu Hangaway (TH) of Founder/Master Roy R. Flores Sr.

A start up program was proposed to the body for the official licensing of Referees and Judges of the group. The proposal is for the hosting of a seminar to be conducted by Arnis Philippines officials from Manila. Currently, there are no licensed Arnis Philippines Referees and Judges in Bacolod and Negros. Another meeting was set for January 22, 2008 at the Casino Filipino to go into the details of the proposed seminar.

Arnis Philippines-Bacolod/Negros Occidental Chapter also gathered the calendar of activities for each of its member organizations for the year inorder to coordinate the organization’s activities and to avoid overlapping of schedules. The group is planning to have a series of tournaments within the year to prepare Bacolod and Negros players for regional and national level competitions.

25 grandmasters, masters, instructors, and practitioners of the Filipino Martial Arts (FMA) from Bacolod, Bago, and Talisay Cities were in attendance. Present were Atty. Col. Grandmaster Marcelo C. Jalandoon of NOBF, GM Danilo “Danny” Cardinal of KAA, Master Ricardo P. Filipinas and Elias Mijares of IFFMAS Arnis-SKAFF, Master Roy R. Flores Sr. and Jake Bugna of IFFMAS Arnis-TH, P/SUPT. Grandmaster Ibarra “Baring” E. Lopez, Master Doris N. Frias, Dimple Lopez, and Ayumi Lamoreno of Golden Kamagong Arnis Kali Eskrima Association (GKAKEA), GM Jose “Joe” Mancesa and Instructor John Stevie Doctora of IFFMAS Arnis-NUFAA, Master Maxwell “Max” J. Maun of NOBF-Bacolod Aikido Enthusiasts, Master Elmer V. Montoyo of IFFMAS Arnis-PIMAA-FTSDA, Master James U. Sy Jr. and Master Narciso “Hansy” L. Alojado of IFFMAS Arnis-CMAS, Master Dominador “Jun-Jun” L. Villaluna, Judge Dan Amisola, Jose M. Clemen, Andy S. Dulao, Romeo Gargalicano, Joseph Guanzon Gayotin, Michael S. Lamis, William G. Montaño, and Helen C. Villaluna of Black Mamba Arnis.

Arnis Philippines is the sole governing body for the Filipino Martial Art (FMA) of Arnis (Eskrima) recognized by the Philippine Olympic Committee (POC) and the Philippine Sports Commission (PSC). It was instrumental in having Arnis contested in the 23rd SEA Games held in 2005 in the Philippines.

As a National Sport Association (NSA), Arnis Philippines is primarily concerned with the standardization of the rules of Sport Arnis. It is not its intent to change the style preferences of the individual practitioners of the art. Members can continue to use their preferred style/method of Arnis so long as they abide by the rules during Arnis Philippines competitions. The Philippine Government only recognizes Arnis Philippine rules and the same set of rules had been adopted for use the department of Education (DepEd) Arnis Program.

Membership to Arnis Philippines is open to everybody, to both clubs and individuals. A club can apply for membership if it has at least 10 members. Applicants can continue to be a member of other associations. Arnis Philippines does not restrict its members from affiliating with other groups.

A member is given an ID card. An ID card is simply proof of membership to Arnis Philippines and does not grant authority to teach Arnis. Arnis Philippines only grants certifications to judges and referees in line with its goals of standardizing rules for Sport Arnis. Granting of authority to teach (of a particular style) is within the jurisdiction of the local club head.

Arnis Philippines-Bacolod/Negros Occidental Chapter was revived and reorganized on September 1, 2007 and Col. Atty. GM Jalandoon was appointed as its official Coordinator by Arnis Philippines President Raymond S. Velayo effective September 3, 2007. Such appointment comes with a certification duly signed by Mr. Velayo. Each and all appointments made by Arnis Philippines are fully documented so that any claims can be easily verified with the necessary certifications/documents.

With this appointment, GM Jalandoon was granted authority to facilitate application membership for local clubs and practitioners and transmit it to Arnis Philippines General Headquarters in Manila for proper documentation and record keeping. No other individual or entity can perform such obligations otherwise with proper authorization and credentials from Arnis Philippines General Headquarters.
